Clearly not mean enough.

They should be labeled "1", "2", "3", and "z", and their order should be
randomized each time setup runs.

There shall be a mouse-over area that indicates via a balloon pop-up box
a URL you can visit to explain the meanings.  This URL will be a minimum
of 58 characters and must include many %-encodings.  The popup shall
disappear after 3 seconds and cannot be copied to the clipboard; the
mouse-over area shall be 2 pixels wide by 1 pixel high and otherwise
undecorated.

The web site referenced in the URL will be served by a script that only
shows the content of the page randomly one out of ten tries - the rest
of the time the page shall just time out or give a cryptic 5xx "internal
error" page.

For security, the contents of the page will be signed and encyrpted by
gpg, using a key whose location is only referenced in the signiture of a
certain archived mailing list post.  

So that we're not culturally biased, the text of the explanation page
shall be written in esperanto, once decoded.

Naturally we don't want anyone installing Cygwin that cannot follow
these simple and easy steps to access the setup.exe reference
documentation, so all discussion of this procedure will be off-topic for
every Cygwin list.  The user will instead be instructed to figure it out
himself, because "it's trivial."
