No, this is not the "traditional meaning" by any stretch of the
imagination. This question is very trivially answered by just checking
any UNIX system rather than asking thousands of people to debate
the topic.
There is no such thing as a "purely statically linked executable" on
Windows anyway. It's not possible to create a program which does not
use a DLL or at least it's not possible to create a useful program.
